The game play isn't ground breaking, but the amount of detail you have at your disposal to construct your city is. Different buildings can level up depending on their surrounding population, and education also has an impact on how well your population does and how much revenue you can generate from them.
New buildings and components are unlocked by hitting certain population benchmarks. each component does cost an amount of in game money and revenue is increased by attracting and taxing residents to your city. Players need to plan zoning, deploy infrastructure like electric, water and roads and, ultimately, create your city. There is only a blank 2 Km x 2 KM map, a highway off ramp, a very diverse tool set and the player's imagination. There is no story line, no random events ( like in Sim City ) and there are no win conditions.
